These laws very rarely effectively help the individual species. Too often the status is used to promote political sideshows so a politician can look like he cares about animals. The laws are set up so they can manage the people that venture to PROFIT from the use of said animals and habitat. If there isnt a buck to be made you generally wont see much regulation.
