Yes, we have to purchase a Non Game Dealer's permit.
A Texan cannot sell any "White List" animals to another unless they have the Non Game Permit. But if one owns the Non Game DEALER's permit they can sell to anyone.
For all of the "White List" animals we have to keep all of those records only for a possible audit by Texas Parks and Wildlife.
We also have to send in a yearly list of the "White List" animals you have in your collection. We do not have to share what we sell and to whom or what we buy and from whom unless we are audited. I know of no one that has been audited except for one local pet store.
