Yea, Lowes and HD have the big bags of pebbles and larger river stone. That sand isn't play sand but the packing gravel/sand for pavers. It is coarser than play sand. The bags of rock here in FL run about $4 / bag and they are in the garden center here. The rocks I used as a wall were just flagstone pieces broke up and stacked.
