Why are some heat pads on the flooring and others on the back wall?

I've noticed some breeder racks have the flex tape on the flooring and some on the back wall. What are the reasons for this difference?

I'm on my way to building one, and need some advice on heating the different plastic containers. The rack will hold six containers, one on top of the other with shelving of course. Thanks
