No, the same laws about wildlife apply to ALL of NJ, it's just that some people/rangers are more knowlegeable about them than others. In any part of NJ it is illegal to take reptiles from the wild. (and generally not a good idea anyway as wild caught animals are more likely to harbor parasites, will be incredibly stressed by captivity, and you may be harming the breeding pool of those animals).
