You have demonstrated not one shed of evidence of why snakes in the northern U.S. would need to be active in the cold winter months. Like I have mentioned many times in the past everything in nature happens for a reason when its applied to behavior. In other words, there must be a need. To this point you have stated this is not an Arizona phenomena but a wide ranging pattern of behavior, yet you have failed to demonstrate either a need or an example.
