Regardless of whether you call it a "dragon" or not, it's still a "lizard". In common terms though you have a Mountain Horned Dragon, and what we have here is Horned Lizards. Both lizards, just different genus.
It's definitely a Horned Dragon, and there shouldn't be much debate about whether it's male or female. A good enough picture should show hemipenes or not, regardless of species. That's pretty well a constant identifier in every genus of lizard I am familiar with. Almost any keeper here familiar with sexing Horned Lizards could tell you what sex your MHD is, so I don't understand the confusion in other forums?
