Hello:
I agree, the dragon is a little small but I'm going to guess it's a young male for two resons; 1.) The pink developing on the jawline and a little coloring coming up from the ventral and 2.) The dark lines developing behind the eyes. Many male dragons have this secondary characteristic as well.
No matter what it turns out to be it is a great looking young Dragon. I like the nice blue sidestripes.
