Yes. On either side.
I have seen them on babies, using an 8X Peak loupe. Each one looks like a rosette scale that's out of place among the other scales.
Row after row of similar scales, but one is noticeably different on each side of the vent. Each grows into a BB-sized bump when the male tegu matures.
You'll need strong magnification and a crisp loupe to see the two on a hatchling. But if you know where to look you will see them.
