California has to be tough..Do you know any private individuals(like yourself) that have these permits already? They may reserve those only for institutions that are more easily monitored such as Zoo's.
If they went on experiance/husbandry hours you would have it already.
Government doesnt recognize private breeding programs as important to the species protection.Even when we understand the species better then the local Zoo.
