i'd say to soak the tail in warm water for a bit and see if that helps, because it looks like old shed, also get a q-tip and tweezers and gently try to cokes it off, i had a leo that had not been taken good care of and was missing most of her toes, and i frequently had to get old shed off her little stubby feet, Good Luck To Ya!
