Shouldn't be if they are swimmers depending on the type of firebelly. Chinese firebellies can either be aquatic or terrestrial (all depends on them). I don't know about Japanese. Paddletails are fully aquatic but need a place to come out if they are ill. No matter what you should get a floating log or some place for them to retreat onto a dry area.
