i have a 46 gallon colum aquarium and want to do put some in it.its about 3 ft tall is 2ft of water to much?

Shouldn't be if they are swimmers depending on the type of firebelly. Chinese firebellies can either be aquatic or terrestrial (all depends on them). I don't know about Japanese. Paddletails are fully aquatic but need a place to come out if they are ill. No matter what you should get a floating log or some place for them to retreat onto a dry area.
Yes two feet is way to much for a fire belly.
3"-5" with lots of plants for them to rest on and a land area is best for fire bellys.
paddle tails do best with 6"-10" of water.
