as far as the ban it would only ban the interstate travel and import/export of the animal. Which pretty much means you can keep the animal sell and breed in your own state but if you move it would be a fellony to bring the animal with you. with the animals you listed the only one that would be included in this ban would be the Columbian RTB.
I keep all 3 species that you named and love them all. its really what you like better. Bloods so a terestrial species so while handling you have to suport it's body, dont count on it to hold on to you for suport. they've very stout and very powerful but in my mind one of my most fav species I've worked with.
Rainbow boas to mine are one of the most beautiful species. of course they dont get the girth like a blood will and stay rather slender. a Semi arboreal species so it'll hold on to you while you handle it and mine like to just explore while I have them out.
Columbian RTB's can get bigger then 8'and quite heavy. so if your wanting it to be under 8' you have better chances getting a male. There's all sorts of color and pattern morphs so you have a wide variety of choices with them.
