Hmm, the moment I heard they were under new management probably would have been a good time to cancel your order and get refunded, or see if you could have gotten the name of the manager...2-4 months would have been the longest needed to not ship due to weather...unless you live up in the arctic or Sahara desert.

When I had insects shipped to me up here in Canada, only really a short period of time when weather is so cold shipping anything live would be foolish.

At this point you may have to write off that $40 as gone...but I would still try and get in contact with the new management. You could also try yellow pages online for any new contact numbers (or any info) about the business itself.
