Doesn't have to be signed-since passed by a 2/3 majority in both houses, it will go be law in 21 days from passage even if the Gov does not sign it-as long as it isn't vetoed. The only difference is that if he signs it, it goes in to immediate effect, if not it goes into effect Sept. 1.
