Doesn't have to be signed-since passed by a 2/3 majority in both houses, it will go be law in 21 days from passage even if the Gov does not sign it-as long as it isn't vetoed. The only difference is that if he signs it, it goes in to immediate effect, if not it goes into effect Sept. 1.

Actually I was in error on that last particular. Since the bill itself says it will go in to effect immediately, then it will not wait until Sept. 1 to go into effect regardless. It goes into effect the day it becomes law, either by being signed or by 21 days having elapsed since passage.

The Texas legislature recently passed, by a wide margin, a partial reversal of the ban on road collecting. The new law will allow collecting from the shoulder and right-of-way (including road cuts, etc.)provided one purchases a "herp stamp" from Texas Parks and Wildlife, and wears a reflective vest for safety.
