you need "paperwork" to sell/trade the easterns.....and this has to be done before the deal is completed.....if you legally own an eastern you can transport cross state lines.....EXCEPT....into states that protect indigos.....if you're traveling through....and are stopped.....WELL.....this would be a great court case....
