It's not fair to CA residents who just want to own captive bred or sustainably collect a small number of specimens for breeding stock. L. z. parvirubra is not threatened at all, their habitat is too rugged for development and collecting. F&G often use the arguement that some populations are threatened by overcollecting but what they leave out is that those populations represent only a tiny fraction, residing adlacent to roadways and populated areas, of the overall number of populations; most of which are inaccessible to collectors.
