Hi Tina,
I asked this same question to Cam Shaw, he`s the guy that deals with permits. I spoke to him Personally & he told me there is no permit required on a trade, as long as no money changes hands & it is just a snake for snake trade.
At the time i was trading with a guy from PA. He also spoke to mr Shaw.
