Okay I have a 7" male cherryhead cb '05

I Just bought a what looks like a female '05 N. Redfoot...but she is only 4"

He is following her, head bobbing, , vocalizing and tring to mount her.

Is this unusual for tortoises so small/young? Anyone else ever see this?

Yes. That is common behavior. Separate them NOW! All young male redfoots will start such activity when they are first showing signs of maturity. But that female is of course, way to small and young. Plus, they are from different populations.
