For an intrastate sale no Interstate Commerce (USFW) permit is required, but the seller should give the buyer a detailed Bill of Sale. It should include the seller's full name and complete address, the buyer's full name and complete address, description and sale price of the animal and should be signed and dated in ink by the seller.
That will show that the buyer and seller were both residents of the same state and it documents the transaction. The original Bill of Sale should accompany the animal, and the seller can keep a copy for his records.
That should satisfy any federal and/or state requirements for documentation.
