Normally, when you hear that something is "illegal to own", that means that you cannot keep it in captivity without a permit. However, the laws state that Typhonectes are not only illegal to own, but "cannot be imported into the United States". Therefore, and I may be wrong, I do not think a permit is even an option. Don't even go through the trouble of trying. If this were a really terrible crime, the Typhlonectes owners on here would have been arrested a long time ago. If your caecilian is a terrestrial species, you have nothing to worry about at all.
